This is the original DOS source code for Speed Haste (released as 'Circuit Racer' in North America and under a different name in Holland), a 1990s Formula One and stock-car racing game, released by its original author Javier Arevalo Baeza. The code dates from 1995-2000 and was originally compiled with Watcom C++ and Borland's Turbo Assembler; the author notes it's unlikely to compile as-is since some pieces, including a proprietary sound library, are missing.
